The tutorial is quite easy (and explained in the readme file): go to Driver Discord, Driver-modding chat, look for the pinned message with momods archive, extract it in your Driver San Francisco Directory and it's done! To open the menu ingame, simply press L1 + UP (or controller equivalent) or Q + UP if you're playing with keyboard.
There are no other games like Driver San Francisco. Driver SF is the only game I can think of that somehow combines racing and strategy together and made it actually work and extremely fun. You don't buy cars in this game, you teleport your conscious into other drivers, take over their bodies, in order to drive the cars.
